PM Youth Laptop Scheme Phase 4

The fourth phase of the PM Youth Laptop Scheme Phase 4 has started attracting attention after new details about the project’s cost surfaced. According to official documents, the government has purchased 100,000 laptops to distribute among students studying in universities and colleges across Pakistan.

The scheme aims to provide students with better access to modern technology so they can improve their learning, research, and digital skills.

Total Budget of the Laptop Scheme

Government records show that the total budget for Phase 4 of the laptop scheme was set at 16.80 billion rupees.

This amount was not only used to purchase laptops but also covered several additional expenses, including:

  • Import costs
  • Taxes and duties
  • Shipping and logistics
  • Other administrative expenses related to the project

Officials say these costs were necessary because the laptops are imported from international suppliers.

Huge Portion Paid in Foreign Currency

Since the laptops were purchased from abroad, a large portion of the project budget had to be paid in foreign currency.

According to documents, around 15.16 billion rupees were allocated for foreign payments related to the purchase of laptops.

The overall contract for the laptops was finalized at approximately 37.7 million US dollars.

How Much Did One Laptop Cost?

Under the official agreement, the price of each laptop was fixed at 376.96 US dollars, which also includes applicable taxes.

When converted into Pakistani currency, the cost of one laptop comes to slightly above 100,000 rupees. However, the official contract price was determined in US dollars rather than Pakistani rupees.

Open Tender Issued for Transparency

To maintain transparency, the procurement process followed rules set by the Public Procurement Regulatory Authority.

An open tender for the project was announced on August 4, 2024, through national newspapers and official government websites.

A total of seven companies participated in the bidding process, including well-known organizations such as:

  • National Radio and Telecommunication Corporation

Two-Stage Evaluation Process

Authorities used a procurement method known as Quality and Cost Based Selection (QCBS).

This process includes two major stages:

Technical Evaluation

In the first stage, companies were evaluated to determine whether they had the required experience and technical ability to supply laptops that met the government’s standards.

Financial Evaluation

After the technical review, financial proposals were opened to determine which company offered the best price while maintaining the required quality.

Companies Disqualified During the Process

During the initial evaluation stage, some companies were disqualified for not meeting procurement requirements.

For example:

  • Muller & Phipps was rejected because it did not submit its bid through the official electronic system.
  • Al-Farooq Traders was disqualified for failing to provide the required bid security amount.
  • Wah Industries was excluded because it did not meet certain technical requirements.

After these eliminations, four companies remained technically qualified for the final evaluation.
